About the developer

The American scientist, Dr. Igor Smirnov, developed and patented a version of a technology whereby the noise-field is activated by the electromagnetic field itself. In other words, it is generated only in the presence of an EMF wave. This 'passive' noise-field technology is a unique innovation, and is what is used in the Cell Chip. It requires no outside power source. (The Army version is 'active,' where the noise-field is generated using a power source.)

In the 1980’s the inventor was actively involved in advanced research regarding the influence of low frequency electromagnetic oscillations on life cellular structures that was conducted at St. Petersburg University, Russia. As a result of research program he developed Molecular Resonance Effect technology that was successfully applied for clinical trials of various health problems including cancers and viral infections.

He developed and patented in the USA the electromagnetic radiation optimum neutralizer, U.S. Patent no. 6,369,399 B1.
